What is Hardingstone Rise?

Hardingstone Rise is a proposed new residential neighbourhood of approximately 1,000 homes, located on land to the south-east of Northampton, between Newport Pagnell Road and Preston Deanery. The site is being brought forward by Catesby Estates and forms part of West Northamptonshire Council’s wider growth vision for the town.

What types of homes will you be delivering?

Our proposals include up to 1,000 high-quality new homes, offering a mix of one and two bedroom homes for first-time buyers, family homes for growing households and downsizing options for older residents.

What about affordable housing?

In accordance with local policy a percentage of the homes will be affordable, including affordable rent and shared ownership. This will ensure local people – from first-time buyers to families – can access high-quality housing, helping more residents stay close to the community they know and love.

How will the development support local infrastructure?

As part of the planning process, we’ll make financial contributions through the Community Infrastructure Levy (CIL) and Section 106 agreement to help improve local infrastructure and services. This includes land for a new two form entry primary school, as well as funding for healthcare, community facilities and sustainable transport improvements. We are also exploring ways to improve local transport links, including bus routes and pedestrian and cycling routes connecting the site to Northampton town centre.

What new facilities will be included on site?

The plans include land for a new two-form entry primary school, community building, mobility hub, public green spaces, children’s play areas, allotments and new walking and cycling paths. There will also be space for nature and areas for the whole community to enjoy.

Will this development increase traffic in the area?

A full Transport Assessment will look at how the development might affect local roads. We’re also planning new walking and cycling routes, improvements to local bus connections and safer access points from Newport Pagnell Road to reduce car dependency. We will work closely with West Northamptonshire Council to ensure transport solutions are effective and sustainable.

How will your plans impact local wildlife?

We’re committed to protecting and enhancing local wildlife. Existing trees and hedgerows will be kept where possible and we’re creating new habitats, wildlife corridors and open spaces to encourage biodiversity. The development will deliver at least a 10% biodiversity net gain.

Are there any plans to mitigate flood risk?

Yes. The plans include natural drainage features like shallow channels and ponds that are designed to collect rainwater and reduce the risk of flooding. These areas will also support local wildlife and help make the open green spaces more attractive and enjoyable for everyone.

Will the development affect the character of surrounding villages?

The site has a clear boundary along Preston Deanery Road, helping to maintain the identity of surrounding villages like Great Houghton and Quinton. We’re taking care to design a development that feels connected to Northampton, without merging into the countryside.

What opportunities do the community have to influence the proposals?

What is an outline planning application?

An outline planning application is used to agree the overall principles of a new development – such as how many homes it includes, where they would go and how people would access the site. If outline permission is granted, more detailed plans (called “reserved matters”) will follow later, showing things like the design of the homes, materials and landscaping.

What are the next steps for the project?

We are currently gathering feedback from the community. An outline planning application is expected to be submitted to West Northamptonshire Council in Winter 2025. Subject to approval, further detailed applications will follow. Catesby Estates will provide updates on the timeline for commencement of development as the planning process progresses.
